What Is the Difference Between AI Rules and AI Suggestions

AI rules are permanent constraints set by humans that the AI must always follow, regardless of context or confidence level. AI suggestions are patterns the AI has learned from experience that influence its behavior but can be overridden, adjusted, or rejected. Understanding this distinction is essential for building AI systems that are both capable and controllable.

How Rules Work

Rules are the hard boundaries of AI behavior. They are defined by humans, enforced by the system, and cannot be overridden by the AI itself. A rule that says "never include customer personal information in automated email responses" is absolute. The AI follows it every time, even if it believes that including the information would produce a better response. Rules do not have confidence scores or thresholds. They either apply or they do not, and when they apply, they are non-negotiable.

Rules are typically created during the governance setup process and updated only through a formal review. They address the highest-risk scenarios: data handling, communication boundaries, access controls, and prohibited actions. The number of rules should be manageable, usually between 10 and 30, because each rule must be specific enough to enforce and broad enough to cover its intended domain.

How Suggestions Work

Suggestions are behavioral patterns the AI develops through experience. When the AI handles hundreds of similar situations and notices that a particular approach consistently works well, it develops a suggestion to use that approach in similar future situations. For example, if the AI learns that customer inquiries about shipping typically resolve faster when it includes tracking link information proactively, it develops a suggestion to include tracking links in shipping-related responses.

Unlike rules, suggestions are not permanent. They emerge from patterns in the AI's experience, and they can change as new patterns emerge. They carry confidence scores that reflect how many times the pattern has been observed and validated. And most importantly, they can be overridden, both by rules that take precedence and by human reviewers who disagree with the AI's learned approach.

The Hierarchy That Matters

The relationship between rules and suggestions is a strict hierarchy: rules always win. When a suggestion conflicts with a rule, the rule takes precedence automatically. This is not a judgment call the AI makes on a case-by-case basis. It is a system-level enforcement that prevents the AI from ever learning its way around its own constraints.

Consider this scenario: an AI agent learns that providing customers with detailed account information in chat leads to faster resolution times. It develops a suggestion to include account details proactively. But a rule says "never display full account numbers in customer-facing channels." The rule blocks the suggestion, and the AI finds an alternative approach that satisfies both the rule and the goal of faster resolution, perhaps showing the last four digits only.

This hierarchy is what makes autonomous AI safe. The AI can learn and improve without limit, but its improvements can never violate the boundaries you set. It can get smarter, faster, and more efficient, but it cannot get less compliant.

Too many rules and the AI becomes rigid, unable to adapt or improve. Too few rules and the AI has too much freedom, relying on learned suggestions that may not align with your intentions. The right balance varies by organization and risk tolerance, but a useful guideline is to make rules for things that must never go wrong and suggestions for things that could go differently.

Review your suggestions periodically. Some suggestions will prove so reliable that you might consider formalizing them as rules. Others might drift in a direction you did not intend and need to be reset.
